Requires the Department of Transportation, in coordination with the Executive Office of Energy and Environmental Affairs, to convene a working group to evaluate the safe, efficient, and environmentally sound maintenance and improvement of unpaved roads and paved low-volume roads. Directs the group to build a statewide database; analyze unpaved and low-volume road miles by municipality and county; collect five-year maintenance and improvement cost data for municipalities in counties where unpaved roads exceed 20% of roadway mileage; examine climate-change cost impacts; identify existing funding and gaps; review prior studies; assess the feasibility of a condition rating system for these roads and statewide standards for unpaved roads; and research national best practices, including state-funded programs.

Specifies membership co-chaired by the Secretaries of Transportation and Energy and Environmental Affairs and including the Commissioner of Revenue, the Secretary of Public Safety and Security, and designees from the Rural Policy Advisory Commission, municipal and highway associations, a regional transportation planning organization, a university transportation center, and a conservation commission association. Sets a first meeting by January 1, 2026, and requires findings by June 30, 2026.
