The working group will examine existing studies, consider the practicality of implementing a condition rating system, and create statewide standards for these types of roads. Additionally, they will research and incorporate national best practices for road upkeep and improvement, as well as assess any current state-funded programs. The working group will include key stakeholders, such as the secretaries of transportation and energy and environmental affairs, the commissioner of revenue, and representatives from the Massachusetts Highway Association, the Rural Policy Advisory Commission, and other pertinent organizations. The group is scheduled to convene its first meeting by January 1, 2026, with a report to be submitted to the relevant legislative bodies by June 30, 2026.
