we have before us to hear testimony. We have
four bills will call the bills that we listed and it's been a lot of back and forth to the members of the committee a quick clarification.
We thought we could have an executive session following this hearing. Unfortunately we will not be able to do that. So that executive session is canceled. We will be pulling uh sometimes soon on some of these bills uh
because these things that showed up in the community, some of them require substantial conversations on some of the language and we certainly do not want to pull or exact anything that we don't feel comfortable with. Uh so
I know some of them uh uh
Article 97 implications. and obviously whenever you have article 97 implications,
you requires a roll call by the legislature but they just came to the committee the last couple265 of days and actually yesterday. So the committee needs to really do its work before. Can actually exact any of them.
Um Anyway, so we're gonna begin um don't forget uh this is live so extremely live being recorded. So make sure that you are a muted. Uh and unless you need to speak or you are called upon by the by myself with sharing the committee. Um I would rather you stayed mute until then and make sure when you're not mute when you are speaking that you um

REP CABRAL - HB 5069 - House 5069, it's an act authorizing the division of capital, asset management and maintenance to345 convey a certain parcel of land. The school department in the city of Westfield. SHOW NON-ESSENTIAL DIALOGUE
I believe we do have uh testimony right? Uh I want to ask representative piece if you would like to testify since he is an elected official who will be taken out of water if you have written testimony, we would appreciate that you afford that to the committee. Uh and anybody else who might testify today on any of this. Any one of these bills would be nice to have if you have something written pleas submitted ASAP to the committee. So representative piece,
REP PEASE - HB 5069 - thank you. Mr Chairman Jim Pacheco and extreme members of the committee. I'm going to be real quick. We have Senator Velis and I had have submitted a written paper asking for support for this and I'm sorry it came late to us but the city didn't identify the issue until later and it just so happens that The National Guard who actually owns413 the land and the city thought that the city has owned it since 1950. But I guess as we're building a new elementary school there and the city has maintained it that that they found out that the deed never actually transferred since 1950 even though they both thought they owned it. So the National Guard has had no431 problem signing on to transfer this land to the city of Westfield. And basically if you have any further questions, please reach out to center Velis for myself and and that'll be it. I'll keep it short and get out of your hair. CABRAL - I just have a quick question that you referred as the land actually being owned by the National Guards. Right.
PEASE - Well, it's owned by the state but it was kind of control I guess how the wording works. They kind of control that piece of it because it's right next to an armory.
CABRAL - Yeah, I just wanted to clarify it is owned by the state since the National Guard is a state unit. Not to get confused with the federal airbase responsibilities if there is some Day or not. Um All right. Just clarification. SHOW NON-ESSENTIAL DIALOGUE

I just for the information of the committee members. We have received some written communication on all of these bills On all these four bills but so you know that so we have that some of that is in the form of testimony sometimes in the form of explanation. So is in the form of trying to enlighten us of what the issue is. So the committee will take all that information and use it to making the necessary changes to any legislation before the committee or to make decisions when to report it out. Um as I said earlier, we will consider and we will be doing the polling at some point soon so be and be aware that you might be receiving some communication678 from us.
