  • Rep. Jones - North Redding

Synopsis:

During the legislative committee hearing, several resolutions were presented and discussed, with various representatives actively participating in the proceedings. Timothy Carroll from the Massachusetts House of Representatives reported on resolutions filed by Representative McKenna to commemorate the 100th birthday of Leona Douglass Barrett of Webster and to commend the New England Hemophilia Association for recognizing March 2025 as Bleeding Disorders Awareness Month. These resolutions were well-received, and the rules were suspended to adopt them.

Representative Donato facilitated the house proceedings, allowing Mr. Wong to move the suspension of the rules, which passed with a voice vote, and subsequently led to the adoption of resolutions. Donato also managed the procedural elements, such as motions for the house to stand in recess, which were agreed upon by the members present.

A significant focus of the session was House Bill 58, an act making appropriations for fiscal year 2025, aimed at supplementing certain existing appropriations for various activities. The bill required a separate vote as mandated by the constitution. Rep. Donato announced the roll call vote for the emergency preamble which resulted in adoption by a vote of 43 in favor and 24 against. Members were urged to remain in the chamber for an additional roll call session.

Rep. Donato called for reconsideration of the vote on the emergency preamble of House 58, leading to another roll call. This time, the preamble was adopted with 62 votes in favor and 23 opposed. Rep. Hogan then called the House to order for final passage discussion on House 58. With the motion for a vote by call on the ayes and nays, Rep. Michlewicz from Boston prompted participation, resulting in a tally where 127 members voted in the affirmative, and 23 opposed, thus the bill was passed to be enacted.

Following the bill's passage, Mr. Mariano of Quincy communicated the order in the house, with the clerk tasked to read the next steps. Timothy Carroll ordered the scheduling of the next session, set to reconvene at 11 AM the following day. The session concluded with Rep. Hogan leading the vote on adjournment, which passed, and Rep. Jones motioned for the house to adjourn until the next session. The hearing involved procedural debates, unanimous agreements on resolutions, and decisive action on the appropriation bill, creating a structured and forward-moving legislative process.
