Two months left and Beacon Hill is still moving
The formal-session deadline has passed, but Beacon Hill still has consequential work in motion. Conference committees are negotiating major bills, supplemental budget work is still advancing, and each new action can change what advocates, businesses, and public agencies need to do next. With the 2025–2026 cycle nearing its close, MassTrac’s internal data offer a useful reminder: the final stretch deserves close attention.
What the data shows
MassTrac’s internal data offer a view of how much work can accumulate across a full legislative cycle. The chart below places the completed 2023–2024 cycle beside a partial snapshot of 2025–2026. The current cycle is still open, so its counts reflect work already recorded, not a final tally.
The selected measures cover bill activity, committee steps, amendments, and laws. They represent different events and should not be added together. The previous cycle reminds us how much can happen before a session closes—and why it is worth following the issues that matter to your organization through the remaining weeks.

Conference committees are still working
Also, some of the most consequential bills are still in conference committee, where House and Senate negotiators work through differences between their versions. Several significant bills remain in conference.
Those unresolved matters span health care, business, utilities, privacy, and public records. A conference report could change the final text your team last reviewed and/or a bill may remain unresolved. Either way, we’ve learned that a July 31 status update is not the last word.
A supplemental budget is still in motion
A supplemental budget is in the works as we write. The bill is moving through the legislative process with all versions tucking in policy provisions that could matter. For anyone tracking programs or line items, that means another round of changes to watch, compare, and explain before the session ends.
Now is the time to track what comes next
MassTrac, InstaTrac’s Massachusetts legislative intelligence platform, helps teams track bill actions, compare versions, monitor budget line-item changes, and report on developments that matter to their work. When the calendar is running down but activity continues, those capabilities help turn a new action into a useful client, member, or leadership update.
Revisit the issues you marked “done” on July 31 and check for subsequent actions and text changes, identify who needs to respond, and prepare stakeholders for what may happen before the session ends.
There is still time to put a better tracking workflow in place for this cycle. Book a Demo and see how MassTrac can help your team follow the remaining 2025–2026 activity.
